Shared Non Protected Frequencies

Usage Recommendations for SNPF

    

Shared Non Protected (SNPF) Frequencies are intended to provide spectrum for short duration experiments, emergency or search and rescue operations, or portable public service systems. All operate as VERY LIMITED COVERAGE AREA (VLCA) repeaters 


While we recognize that it is, at best, difficult, and at worst impossible, to obtain a coordinated pair, SNPF pairs are not intended, nor are they to be used, as a substitute for a obtaining a coordinated pair. 


By using SNP frequencies, the trustee agrees to abide by the following guidelines: 


1. The frequencies are shared by all users. 



2. Operators of repeaters using SNP frequencies receive no protection from other co-channel users, with the exception that they do not have to accept interference from stations operating in violation of these guidelines. 



3. All systems must use 100.0 Hz CTCSS encode and decode at all times. 



4.  Systems operating on SNP frequencies must limit their antenna height to the absolute minimum necessary to cover the intended area. In no event shall the antenna height exceed 50 feet above ground. Their effective radiated power must be 30 watts or less. This equates to 7.5 watts into a 6 db gain antenna. {7.5 watts x 2 = 15 watts x 2 = 30 watts ERP}. Systems may not be located on hilltops, escarpments, on top of high buildings or other high points of land. 


5. Frequencies below 450 MHz are designated as SNP in the WNYSORC Coordination Region only. Users must not Interfere with adjacent repeater council coordinated activity as per interference guidelines; 



6. Operation is limited to a one time period of 90 days, after which time the repeater must vacate the frequency and may not return to the frequency without the written approval of WNYSORC. This restriction shall not apply to operations under (short-term) emergency conditions, drills or simulations of emergency operations, or (short term) portable public service operations. 

Repeaters operating on SNPF pairs may not be linked to other repeaters, either by radio link or land line, including such protocols as IRLP,  Echolink and Wires.
